I do politely say on my profile that I will not consider friends requests unless a comment or message has been received. Likewise I also add that if they have been on site for a reasonable amount of time and have no content of their own nor have they made comments on others people’s profiles then I am not interested in considering friendship requests. I typically receive requests from people who either can’t or won’t read or are apparently so interested in becoming a site friend, they ignore any condition of becoming one.
